Tic Tac Toe and his wife, Dancing Butterflies, are long-time residents of Ponyland. They belong to what is quite possibly the richest -- and certainly the largest -- family in the town. Together with their friend Sunspot, the couple own the Ponyland Toy Store, and make considerable profit there.

The toy store isn't the family's only source of income. In spite of being only six years old, their daughter, Bouncy, owns a popular local clothing store , and their niece, Bubbles, owns the town movie theater. Their son Party Time has been Class President at school for several years running, and has shown such a keen interest in politics that he is frequently invited to attend the Queen's royal councils.
Tic Tac Toe's other young children are less ambitious, but no less spoiled, and his wife's tastes aren't cheap either. His son, Baby Tic Tac, insists on keeping up to date on all the latest video games and consoles, no matter the price, and has more sports equipment than he can use. His daughter Nightcap is always asking for more money to buy dresses and jewelry. What's more, the children have all demanded their own bedrooms, resulting in Tic Tac Toe's owning the largest house in Ponyland.

Tic Tac Toe himself has little idea how all this has come about. He has no particular love of wealth or popularity: all he really needs to be happy are a few good horror novels and a place to keep his ghoul and gargoyle statues.
Halloween is Tic Tac Toe's favorite holiday. Every year, he dresses up as a vampire and reads scary stories to the children at the annual Halloween festival. He'd be happy to dress up as a vampire every day of the year if his wife would permit it. Instead he contents himself with howling at the moon now and then, embarrassing his own children and entertaining everyone else's.
Tic Tac Toe's oldest daughter, Hugs n' Kisses, is his best friend. She too loves Halloween, and the two of them often go out to scary movies together, just like they used to do when Hug's n' Kisses was a child -- even though, these days, she has a five-year-old daughter of her own.
